Black Rim that's Dull

I was cleaning a rim on a pick up but had trouble in cleaning the rim especially on the inside the which is visible. The rim is black dull painted, maybe made of aluminum alloy. I used cleaners for rims and end up using mitt glove an dish soap. Got the outside clean but the inside was not so clean, a little brownish. Yes it had built up brake dust at first. Also what could I us to make the rim shine? I never worked on these kind of rims. I'm stumped.
 
Sounds like my XD Monsters. So far only IronX will get that inside area clean. I actually just changed my pads and rotors specifically to cut down onnbrake dust. They didnt need changed but I cant stand that brownish brake dust on the black wheel.

That's what I ran into, the brown dingy on the inside, looks like smeared in dooky. How much and do you dilute?
(I wasn’t able to get picks yet, not my car, lucky it’s a friend at work, but want to correct for next time I run to it again)
 
I dont dilute at all. Just spray it on a wet wheel (out of the sun), let it sit for 5 minutes, agitate with a brush and THOROUGHLY wash off!!
