Boat cleaner & restore Sun damage

I have a boat thats been in the sun quite a bit. I've read a few posts about using pool bleach for the steering wheel? i haven't tried it but I've tried bathroom cleaners. I need to figure out how to clean the steering wheel mold. Also have some trim around my dash that is cracking "soft foam". I'm not sure if there is anything to restore this so it doesn't look like rough sand paper? Also need to clean the seats but they aren't nearly as bad as this dash.

Looks to be past the point if no repair to me.
