Can these wheels be fixed

My mother in law just recently picked up a 2013 Ford Edge Sport with the 22" wheels. The car has 53k miles on it and it looks like the previous owner took pretty good care of it, except they must have tried to clean two of the wheels with, I'm guessing, an acid based cleaner or sprayed it on while the wheels were hit and let it sit...either way 2 of the wheels are damaged pretty bad. The wheels are what I thought to be a clear coated polished aluminum, but the 2 in question are extremely dull/oxidized and have "runs" in them. I cleaned the 2 good ones with regular car wash soap and hit the bad ones with bdx and saw no real change. I also tried to rub a spot with some eagle one wadding polish but that didn't seem to do anything either. I really wouldn't have thought that they would have been raw aluminum, but I dunno what happened to them...unless maybe the clear coat failed? Here are some pics, tell me what you think.
