Causes of water spots: application or water or not drying or??

I will be buying a new soap only product, as well as a wash and wax, and I've been reading reviews on different products, and seeing a decent number of people complaining about water spots after using a given product.

I have not had a problem with water spots, with either a dedicated soap, or a wash and wax, that I can recall, in all the years I've been washing. Does this mean I'm good to go, and won't experience a problem with any product I use? Or does the particular brand matter?

If water spots are simply a matter of hard water, or waiting too long to dry, then I'm good--I won't have a problem with any product I use. But the way some reviewers complain, it makes me think that a given product can cause water spots.

Which is it?

FWIW, I'm talking about modern cars with paint and clear coat.
