Is it too late to save these chrome wheels they have small rust spots don't know it they are at the point to no return and ideas

I don't think the pits will come out. The surface is likely ruined at the rust points. You can get them re-chromed, but that's probably around a thousand dollars for four wheels. You can get them refinished in silver, that isn't cheap but will cost less. You could strip the chrome off and paint them yourself, but unless you have a way to powder coat them durability will not be excellent. Maybe try to polish them with some fine metal polish? But, I would try a test area first, as it may just dull the finish. If its
Ok, use the Mothers Buff Ball with a drill to polish them the best you can.

I use Brillo pads on my chrome wheels. The Brillo does not scratch and makes very quick work of the wheels. Less than five minutes per wheel and they look perfect. Try it what do you have to lose?

It looks like they could be improved with simichrome polish, but they will never be perfect again. Once the little pits appear, they are there forever, however sometimes you can polish them enough that the raised parts rub off and all you see is a little star shaped crack where they were, which is basically invisible from 10 feet away.
