clay bar question?

got my car back from dealer and washed the car. noticed there are places on the roof, trunk and side of car that seem rough (feels kinda like flat paint). the paint looks fine but doesnt have the glossy waxed feel as other areas. was told a clay bar would fix this? if so ive never used a clay bar, what brand is best and any help or instruction on how to?
