If you do not have steam available, I would try taking a damp microfiber towel and leaving on the area for a few minutes. Unless I am wrong, it looks like the candy is right at the top of the pocket so you could just insert the damp towel between the two areas of red and the pocket would hold it in place. The water should soften the candy to the point when can just wipe it off. It will likely take a few minutes, maybe up to 30, for it to soften but it should work. I do not think there is any need to any petroleum distillates since you are essentially just removing sugar and food coloring.
Thanks for all of the suggestions. I did not have steam, gum freeze, or compressed air but I did have cloth and damp water and it worked! The pocket put enough pressure on cloth to melt away the candy. I left it about 30 minutes. Took a lot of upholstery cleaner to get the red out of the gray felt and I did not try real hard to get red stain out of the leather side. It is my personal car so I can live with it as long as it does not bleed onto something put into the back pocket. Here is an after shot. Thanks again!
