So, i have two headliners for the restoration. Material is in good shape on both, both are stained and dingy.

They are from dodge neon coupes. Light beige in color. Foam-ish backer board, theoretically original material.

How do i clean them? Want to clean them both and install the best one. Theres stains, smoke stains, and general sconge.

Just cleaned my headliner. First time doing it. I was going to spot clean it until I realized how dirty it was. I ended up doing the whole thing. Mine is light grey. I used Chemical Guys Lightning Fast Carpet Clean & Stain Remover at about 14:2. I sprayed it directly on a soft brush and worked it in. Then wiped it with a microfiber. Next day it was dry and looking brand new. Good luck with your job.

Does 14:2 mean the same as 1:7 ?
