Not a fan of how 303 feels. Bought it… used it twice…. Now dwells on shelf. The colorLock gets good reviews and may try it 1day. It’s what I would use of the 2.
My Go to is P&S Xpress for cleaning and PBL Leather and Vinyl coating for protecting. Looks amazing and finish with a nice matte look.
I also use Gyeon LeatherCoat and Preserve but the PBL is my favorite.

I use the Colourlock on the leather seats, not that long using it.
Not sure how it would go on dashboard, vinyl.
Not sure what seat belts, steering wheel & gear lever are made off.

Cleaner should be fine for Gear lever and steering wheel. Both should be same as seats as both are expensive cars.
The PBL L&V should cover most of that. I use on SW and shift knob in my Camaro.

If your gear lever and steering wheel are leather (real or fake) wrapped, then I would absolutely use the Colourlock products on those.
For the dashboard and other vinyl, then the 303 Cleaner and Protectant would be suited for that.
(Note - there are two 303 products for interior plastics, the original 303 Protectant and 303 All Surface Interior Cleaner. Which you use will depend on what you need to achieve, cleaning or protection.)

303 - I have the All Purpose Cleaner (not sure if Interior) and the Protectant.
Ok thanksAh, sorry, I forgot about the belts.
I would use APC on seat belts, spray, agitate with a brush (a firmer upholstery brush), wipe aggressively with a damp towel to remove the APC residue and then let dry.
If you have a steam cleaner, this will magnify the cleaning ability of the APC and help with residue removal as well.

ThanksYou could use the ColourLock cleaner on the seats, it's expensive so I would rather save that for leather. Don't apply a protectant to seat belts, you want them clean so that they function correctly in an emergency without anything interfering or altering how the fibers grab.
