Concrete splatter?

I had someone send me a couple of pics. They are thinking of buying a used pickup that was a construction supervisor’s truck. He told me that in numerous spots there were small drops of what appeared to be concrete. Has anyone handed this before and is there a good way to attack this kind of paint damage?

Didn't one of the pro detailers just post something about this? There is a product, I believe it is called Back-Set, that dissolves cement residue.
 
I did a Google search and found Back-Set. It’s safe, no acid, the main ingredient is from sugar cane syrup. Sounds like it’s worth a shot.
 
I had to deal with year old dried concrete once. Figured concrete is alkaline, so I used the only acid I had on hand - the red Meguiar’s Chrome Wheel Cleaner. Wasn’t a fun process but definitely got it handled.
