decals on boat

A friend of mine is in the process of restoring the finish on his boat and wanted to know when to reapply the decals. He is going to use 3m marine rubbing compound,3M Marine Finesse-It II Glaze and 3M Marine Restorer & Wax. Between what step should he apply the decals? Thanks in advance

I would apply after. No worries about taping off or wax build along the edge of the decal. Just prep the area with IPA prior to attaching the decal.
 
I always apply decals or letter after sealing the surface with a wax or sealant. It never appears to affect how well the decals stick and this way I know the gel-coat underneath is sealed and protected.

But wiping clean would work to...
