How would you like to detail this?

Start with the least aggressive method. In this case, I would say 2 oz ONR mixed with 1 gallon of sulphuric acid. Gloves highly recommended. :D
 
Shouldn't be a problem.

First thing to do is a wash. Spray with pressure washer to loosen crusty, disgusting outer layers. Then switch to foam cannon. Let dwell on surface for five minutes then blast again with water from pressure washer. Repeat twice more.

If there is any more crap glued to the surface, drive over to the local high school girls cheerleading squad charity carwash and let them have at it. You wouldn't want to touch that stuff, would you?:detailer:
