Does anyone know what these are? They look like scuff marks, but I think they're underneath the clearcoat.
The paint is 23 years old, but it was previously garaged, and is now always covered.

Any ideas how to fix these marks, and keep them from reoccurring? THANKS!

Have you hit it with a DA polisher yet?...
They look like they will come out to me

How is it covered?...Garage or fabric cover?

*Edit*....has the car ever been polished...if not it sure needs one, I think that will correct much if not all of your issue
 
If I am seeing the photos clearly, I had a similar "webbing" in the paint of a newer car - after being hit with eggs. Seems my paint cracked from the impact, though the damage was only in 2 isolated spots.
