Dr. Color Chip used as traditional touch up paint?

Has anyone had any luck using Dr Colorchip in a traditional method? (Dab it on, then sand it down, and finally polish it).

I love the stuff the way that you're supposed to use it and it works great, not perfect, but very clean and if your not looking for the chips, quite tough to find them. However I've got a scrape in my bumper that the paint won't stick to, (it comes back off when I use the SealAct solution. Here's a couple pictures:

Can I just use the paint and then sand it down and polish. Id rather not go out and find more paint since I've already got this stuff. And if so, how long should I let it cure before sanding and polishing? Thanks guys.
 
I'm also doing a bumper cover for the same customer. Pearl white so I'm mixing paint again. The bumper caver has some spots bigger than the ones you have. You don't have to sand. If you add a little mineral spirits to the blending solution (per Dr Colorchip) it wil make leveling pretty quick.
