Dried Concrete removal???

So my co-worker just bought a used Tahoe. He's not impressed with the exterior, but couldn't pass up the price. Eventually he's going to bring it to me and we are going to polish it, but in the mean time he said on the fenders it looks like there is dried concrete on there. He picked it off in the fender wells, but is worried about the paint on the fender. Anyone got any advice? Maybe a solvent or cleaner to help loosen it from the paint?

Not 100% sure it's concrete (I haven't seen it yet), but he says that what it looks like.
 
First Option- Pressure Washer, use it more on an angle instead of blasting down at it.

Second Option- Muriatic Acid. I have used it on my company FORD truck with out any issues. Make sure the panel is cool and in not direct sun.

There is a product, cant remember the name right name. It doesnt hurt the paint but softens the cement paste for easy removal. I will get back with the name!
 
back set is a product made by RoMix. it is suppose to reverse the set up process of concrete and make it easy to remove
