Today I detailed my exhaust tips, but the Optimum Metal polish made it shine very nicely. However, the swirls were still left on the tips after hand application. My XP with the 5 inch pad did the best it can do, but the swirls weren't going away. Any suggestions? Different methods or products to get rid of the swirls?
 
Are they plated or solid stainless?

If they are plated you will have to live with the swirls.

But if they are all stainless you may be able to remove just the tips and polish them on a felt wheel with
red rouge. It is for final stage polishing and burnishing on gold, silver and "other delicate metal" and should give the stainless tip that finals beauty treatment.
 
I cat tell exactly but from what I can see, that is a characteristic of the machining process on the tip.

My tips look the same exact way although I have the TurnerMotorSport exhaust system. I have tried a few different things but wth minor success. My process was first P21s Polishing Soap and then Menzerna Polishing cream. This improved the look but more in depth procedures would be needed for perfection. I chose to just seal them and call it a day.
