A lot of places use Biodegradable packing penuts now, they are made from soy beans... You could eat them if you wanted to heck I saw my plastics teacher do it!!! And they can be throw right on the ground with some water and they will be gone in no time.
On a different note, they are also making biodegradable silverware, soda bottles, plates and many other things. They all can be throw right on a compost heap and they will break down with UV rays
