envoy denali rims

i have a 2007 envoy denali with "high polished aluminum rims" (at least thats what the specs say), anyway the previous owner worked in road construction, and after endless days of removing asphalt and tar and yellow lane paint from the wheel wells and rims, his lack of maintenance has left the rims in bad shape.
now, i have researched and tried many things, but nothing is working on these rims. someone even told me they were "plasticized" because a chip in the rims proved it to him. someone also said they were clearcoated, and nothing can be done. please give me any advice on what to do, i know that mag polish, chrome cleaner do not work,(it doesnt turn black). here are some pics
ohh i forgot.. its the scratches and swirls i want gone- i know the chip is permanent
 
The OEM rims are indeed clearcoated and must be treated like paint. You should use a good wheel cleaner (Griots, P21S, Sonax) and a Daytona Wheel Brush to clean wheels and barrels correctly. You can then clay and use paint polishes to clean up wheels. Finally add a coat of DP or Poorboys Wheel Sealant to protect.

I saw a little touch up canister of chrome colored paint. You might be able to use this on chip. It might hide it a bit. Otherwise a touch of clearcoat should at least protect area from discoloring and getting worse. Stand back around 6-10 feet as this is what most will notice.

The last pic seems to show a heavy bristle brush was used and scratched wheel up. The paint polishes should reduce this.
