Exhaust smoke cause stain on bike rack

The exhaust fumes of my suv have darken the bottom of my aluminum rack.

I can't scrub it off with soap.
What cleaning agent should I use to remove black stains?

My "go to" product and starting point for something like this is usually an All In One product on an old towel.
