Hard water spot removal for boat

Hey all....

I have a Waverunner that is about a month old, but I'm having a real hard time getting the water spots to come off. It seems to be a problem no matter where I try, but the painted area is much easier than the hull itself. I've currently tried Colonite 920, but haven't had any luck. Do any of you have any suggestions?
