Has anyone seen this "Permanent" trim coating before?

This is on an older Chevy Avalanche

I do not care for the glossy look

The owner says it has been that way for 3 years since he bought it used. The seller indicates that it was a "Permanent Coating"

It appears to be a rather thick layer


He would like to have same treatment on the bed cover, which he installed after purchase and does not currently use anything on it

I don't know what the coating is and neither does the owner

Educated guesses welcome

Looks to be a painted on product, like clear coat and black paint mixed. Maybe something Solution Finish would be comparable on the bed cover. Regardless of what you use on the bed cover, it looks like it will need a good bit of cleaning.
