hazy hood

I have a 2007 red Honda Fit that I bought used and obviously the previous owner did nothing to care for the paint. The sides are fine after using a cleaner wax, but the top surfaces (especially the hood) has a dull appearance deep down. That is, the surface seems shiny and smooth after using a cleaner wax, but it's as if the layer below is hazy. I see no red paint on the pad so I'm presuming that the clear coat is still present. Is the hazy look a sign of the underlying red paint being damaged or is the clear coat the culprit? Will compounding help restore the deep shine that I can get on the sides (which haven't been burned by the sun like the top is)? Any help is appreciated as to what I can use; I have a Porter Cable DA polisher with Lake Country pads. Thank!
 
We need pics. I've seen red paint fade under the clear coat, but it is rare. You may even have clear coat failure. Like I said, a pic would help.
 
It could have been repainted with low budget crappy materials. Any signs of a repaint ? .....tape lines, sanding scratches, overspray, color match ???
 
Here's a photo but it's not a good one (I couldn't get the hood as it wasn't enough light and when I put it outside, the darned clouds were reflected in it). Yes, the hood and everything is very shiny and slick, but you can see a dullness to the color. This photo is of the left fender and you can see how the red on the fender looks dull, almost pinkish compared to the red color on the plastic bumper. I'm guessing it's the red paint underneath the clear that's somehow faded. Oh, and it wasn't repainted; no signs that it was. Thanks!
 
Could be just oxidation due to the salt air. Or a poor repaint, still a possibility.
 
The problem is either on the surface or below the surface. If rubbing a cleaner/wax or any type of polish on the dull part doesn't restore clarity to the clear coat then chances are either the clear coat is failing and the haziness isn't ON the surface of the clear layer of paint but is THROUGHOUT the entire layer of the clear paint.

Or the base is fading.
