Help: Wrap Residue Removal

I have run into a new one...

I'm detailing a car that seems to have had the hood wrapped at some point, the vinyl wrap has been removed but the entire hood is covered in dust like micro residue, the wrap had some design on it and you can see the design on the hood. Its left the hood feeling rough to the touch and in the right angles you can see the residue and even scratch it off with your nail but barely.

I first washed the car with soap, then applied goo gone, this barely did anything. Then I clayed the hood, and then I used Meguiars 101 to try polishing off the residue with a dual orbital. That didn't work either. I'm not sure what to do next. The only thing I can think of is having the entire hood wet sanded but hoping someone here has ran into this before and may have a solution.

Please help!
 
I agree that it's probably leftover adhesive. I've had good success with Turtle Wax Label & Sticker Remover and sometimes just plane ole Isopropyl alcohol. You definitely want to remove it with a chemical verses trying to polish it off. It'll gum up your pad terribly if you do find a product to cut through it.
