How do to fully restore headlights?

Hi guys,

I need help! I have done several sets of headlights but I can never get them %100 perfect. There is always very very light scratches. I have access to a rotary,pc,drill and all the needed sand paper.

Does anyone have any tricks? I've read a lot of threads and watched several videos.

When I perform HR my lights look great from a few feet but I want them perfect from 1" away.
