How to do I buff THIS...

My car has a luggage rack on the back, and I was wondering if anyone had any ideas on how to buff out the paint that shows thru the rack. Have micro-scratches that I need to get rid of. The openings are only 1-3/4 inches. My PC doesn't have a 1" disc and pad.

Any thoughts? A dremel cutting disc and pad? :buffing: Or do I need to actually remove the rack, buff, and then re-install, what a pain that is.

Since you do not want to remove the rack, then try doing it by hand with these things:
CCS Euro Foam Hand Polish Applicators - Hand polish, hand detail, foam applicators, CCS foam pads, polishing pad
