How to polish satin finish paint

An acquaintance of mine (in another city) has a black Corvette that he got repainted a few months ago. He had the painter add a "flattener" to the clear coat for a satin finish.

He waxed his car by hand but something was in his rag and he scratched one panel. He hired a "local shop" to try to buff out the scratches but he doesn't know what they used.

Now, his chief concern is that the original scratches look worse after the local shop did their thing. In addition, there is now what appears to be left over product that won't come off on the panel.

He said the paint is Nason Base Coat black with a regular clear over it containing a flattening agent. I asked him if the paint was smooth like factory clear coat or textured and he said it was more textured.

My concern is that any further buffing will smooth out the panel and be more reflective than the rest of the car.

I have no experience with textured flat clear coats, so I'm asking here if there is anything he can do short of a repaint?
