How To Remove Hardened Carbon From Exhaust Tips?

I am having trouble removing Cooked on Carbon from my exhaust tips. I have tried numerous cleaners polishes and brushes to no avail. I have even tried using a dremel to sand out the carbon but all it did was make the surface uneven with polishing and sanding lines.

Here are some images of what I am dealing with. Some of the blotches may look like scratches or dirt but this is caused by the flash of my camera on my phone but are indeed caked on Carbon.

Four OOOO steel wool along with a good metal Polish will remove it, might take a a little time but you will get great results.
 
I would say that or LIGHT sand paper, alternative would be spiral sewn buff and white rouge. You can get a small kit at lowes/HD or HF.
 
I use OOOO steel wool with Meg's metal polish on mine with great results. I have used them both on my cars for years with aftermarket (Borla and Magnaflow) cat backs as well.
 
Permatex makes a gasket remover in a spray can. That will soften the carbon. I used to use this when I was a technician to get the carbon from the valves and piston tops. Just wear gloves and goggles. It will work.

Just did this on Monday. I was leery about using steel wool, but it worked flawlessly!

Just make sure its grade #0000

Also, use a lubricant when you use the steel wool, I used a waterless wash.

I then finished with 3M chrome and metal polish. Look good as new!
