How to remove tire debris on fender??

Hi Guys, I have a car here that is lowered. The wheels poke past the fender a bit and there is tire debris glued/stuck on the edge of the fender (the actual painted part, not the plastic liner). It doesn't exactly come off with a mf towel. Any ideas?

Tire scuffs on the fender or chunks of rubber?
