How to restore the factory plastic trunk trim on a 2013 Lexus ES300h?

Guys,
Due to my neglect during a job that had me commuting 140 miles a day in SF, CA for 5 years; I neglected the key plastics on the car. Most have been restored but the rear spoiler on the trunk edge just keeps wearing away. Can you recommend a link/or guide with the steps to recover the surface back to factory or close stds. If possible send me links to a DYI or correct request for a detail shop to fix this.
As a semi-retiree, I am cash constrained or else I would have had it replaced.
I now have the time to give a direct elbow grease polish and effort, but your input would help me do the right thing.

What exactly are you asking about? Painted plastic, or textured black plastic?

From the pics, it looks painted? Can you post a close-up of what you are concerned about?
