I know this is an auto detailing forum, put it's paint related

So worker at my house went to use the tractor and there was a paint can underneath. The paint can exploded and left this mess.

I have tried some compound and a cloth with limited success. Clay barring has done nothing. Do you guys have any tips?
 
What kind of paint is it? You might try mineral spirits or lacquer thinner. You're gonna have to dissolve it before cleaning the rest.
Try a small spot first and use caution. If let set too long, lacquer thinner can harm certain paints.

What is that picture of? The paint still looks wet. Try a pressure washer?
 
I'd take that assembly apart and go at the black hinge mount liberally with lacquer thinner. The fenders (green paint) I'd be a little more sparing with the thinner and then follow up with the compound to bring back the gloss. I'd probably end up repainting the black part after getting it smoothed out if the lacquer thinner is too harsh on it.

Some higher quality units do have tougher paints though so you may be OK.
