Is an ONR wash sufficient enough to remove polishing oils?

Just like it says in the title does ONR do enough of a wash to clean up the polishing oils?

Ordinarily I use a dawn wash but after the fit I had this time around I was hesitant to use this process so I went ONR to get rid of the polish and dust.
 
I actually tried this today. I had a mixture of ONR between clay lube and quick detail strength. After using Poorboy's SSR2 on a panel, I sprayed one section with Optimum Power Clean (OPC), another with the ONR mix and I left one section untouched. I then gently rubbed the back of my finger across the section I cleaned with OPC and it felt a little grabby (I thoroughly rinsed the side with OPC). The untouched side felt smooth and slippery (the oils were still there). The section I used ONR felt just like the untouched side (maybe ever so slightly less). So with at least a single application of ONR, I was not able to fully remove the polishing oils from my test spot.
 
Jeeze I hope ONR can't remove polishing oils because if it can, it can probably also remove an LSP which is exactly what I dont want ONR to do, especially in winter when I need maximum protection to stay on the paint.
