Does this mod override the Rupes slowly ramping up to speed?

That's the electronic soft start. The purpose of the washer mod is to keep the backing plate from dragging on the housing which causes friction which reduces the power available to the surface being polished.

Disclaimer: I don't have any Rupes machines.

Haven't tested it yet. Do you notice any increase in speed due to the free rotation?

No increase in speed, just no decrease in speed. When you push down hard on the rupes or get it to be not flat, it would normally slow down. It doesn't do that so much with the washer. Although like any true DA, if you are completely lopsided and not flat on the paint, yeah it won't really work.
