I just recieved mine as well and from skimming through it it looks like a little of both.

It's an updated version of the first book with chapters on more tools, rotary buffer, Flex 3401 and Cyclo Polisher.
There's also chapters on most of the new products and techniques for decontaminating paint including, Iron X, Nanoskin Autoscrub Pads, Nanoskin Wash Mitts, Speedy Prep Towels, etc.
