Need help removing paint overspray

My neighbor showed me his Ford Explorer than ran over some recently dumped paint on the highway. He said it was some water based industrial paint. He power washed it and it won't budge. I tried claying it, no real luck. I tried Tarminator....nothing doing either. It is on the car's paint, wheels, tires, and lower black plastic trim. Any ideas how to quickly remove it?

You might try an enamel paint reducer or even lacquer thinner.

Lacquer thinner would be my last resort. But, it should work.
 
Claying usually works, must be some tough paint
 
What kind of clay did you use? I've had really good luck with Griots (Yellow) clay for removing overspray. It seems to be a really sticky clay in my opinion but has removed overspray when other clays like Meguiar's Smooth Surface has failed. You could also try an aggressive clay like this Meguiars Professional Detailing Clay Aggressive - C2100
 
i use mothers clay for all my claying atm, including overspray removal
