Overspray Paint
The most common place to get overspray paint is at a body shop. Once they paint your car you DON'T come get it that minute and this means it's moved out of the paint booth and then parked somewhere on the premises.
Not every shop has a state of the art booth and some spray inside the booth gets airborne outside the booth.
Not all paint is sprayed inside the paint booth, some components are sprayed outside the booth, like primer on a door or a bumper.
Point being you can get overspray paint while your car is at the same place it's supposed to be getting "just" new paint.
So feel the glass, chrome, and yes the paint with your clean, dry hand.
As for a polish, any light paint cleaner, or fine or ultra fine polish, applied by hand or machine would clean the paint surface and perfectly prepare the paint for an application of wax or paint sealant.
There are many in the camp that believe if you clay a car you should also plan on polishing the paint before sealing it with a wax or paint sealant.
