Not sure how to put together; lots of vibration

Hello autogeek i ordered the pc7424 and it came with different pieces. I am not sure how these pieces go on or in what order. I did get them all on and turned machine on but it seems to be vibrating a lot. can anyone direct me which way to assemble the counter weight with the backing plate?
