Is it true non paded or low padding sanding disc such as abranet are better for removing orange peel and levelling a finish whilst padded such as abralon are best used for removing deep imperfections?

The reason I was told is a padded disc will some what conform to the finish whilst a hard backed or flat will perky take off the highest points.

That is accurate.

For leveling orange peel by machine you don't want padding just the rigid backing plate and non-foam backed sanding discs.

To make buffing faster and easier, use a foam interface and/or foam backed sanding discs in the higher grit level to refine the sanding marks.

Some pictures of the results from sanding with different levels of sanding discs and foam backed sanding discs here,

This is true, texture matching versus texture levelling.

For correcting a single deep scratch having a foam backing will aid in texture matching so you don't end up with a small section of mirror paint around a bunch of orange peel.
