first of all thanks for the info
earlier this day i asked an electrical shop about converter - transformer
but he wasnt sure to switch on the polisher i told him dont start it !
he mentioned "coil" something i didnt understand
and when i search the net some step down plugs are not good with heavy duty items and some are
the question is how can i know that considering that im going to buy that plug from my country?

I also live in a country that uses 220 volts. You need to get a step-down transformer - I use one similar to the below:

You need to make sure that the transformer is rated to handle the power draw of the PCXP - I use one that's rated for 1000 watts. You'll also need a plug adapter, like the one pictured:

Around 3,000 Philippine pesos, which comes out to about 70 USD. It's a locally company though, so I don't know how applicable that price will be to a different country. Another option worth considering is getting an AVR - these usually have a 110v output as well. Again, same consideration - you need to get one rated to handle to power draw of your Porter Cable.
