Question about front bumper and little roof rust spotd

Hello I have a 2013 malibu that does 100 miles a day and I habe been trying to get this front bumper back to life it is white and dull any help on what could be the problem also I have small chips of paint from road grit that are. Is starting to get rusty and have the paint crack around it what can I do to fix that before a big job is needed.
