Questions About Having Our Car Resprayed

Hello everyone. From this coming Monday up until Friday our car will be back at the body shop that did the repair work on it in 2012. The respray they did in 2012 is failing. The clearcoat is failing on the hood and roof. They used the PPG Deltron paint system. The work is being done under the PPG warranty. I realize this is a detailing forum, but I would like your thoughts.

More than likely, what will the body shop do?

Will they just scuff it up and respray the clear only?

Will they scuff it up and paint it and clear it?

To do the best job or do it right, should the paint be sanded to bare metal and start from scratch?

What is the industry standard repair for something like this that has been resprayed with an aftermarket paint system?

Forgive me for this, but in my mind if the job was done right in 2012 the clearcoat would not be failing in 2018. LOL. Thank you for the help.
 
Sanded to bare metal is the only way this can be done. You can’t just sand off the clear coat.
 
The car was hit by a flying tractor trailer tire when the car was two months old. It took out the hood, windshield, and dented the roof. A new OEM hood was used.
 
I would guess PPG dictates to the shop what they require to fix a warranty claim. I bet they say to do what rlmccartty said.
 
It does not have to be sanded to bare metal...if they are respraying the whole car more than likely they will sand the entire car with 400 and reshoot base and clear...ppg is cream of the crop but there are variables that can cause problems most likely operator error
