Removing Swirls from gelcoat

During the day with the sun out the boat looks fine. the hull color is a pale blue, it has a decent refection and is smooth and clean but put the spot light on it and you really see all the swirls. My guess is if I can remove the swirls I should be able to get the mirror like reflection Ive been looking for. What are the steps you would take to begin to correct these swirls? I assume cut with wool pad, but do you polish with a wool pad or something else? Same goes with waxing stick with wool or something else?

My boat looked the similar when I first picked it up. Looked shiny but once under light you could tell it was a quick rotary buff to make it look presentable for sale. I spent a bit of time using a Dewalt 849 with a wool pad and Marine 31 product. Ended up finishing with a black foam pad and the holograms had disappeared. I only have 16 feet of boat to deal with .
