repaint paint question

my sons car was repainted base coat/clear coat in Jan of this year. He says it feels rough to the touch. Maybe dirt/dust in the paint. Can it be decon'd (clay alt. & IX) and polished/sealed at this time?
 
It can, but I would do a test spot with mild clay first. It may be problem solved at that point. Then a good sealant to protect it. Nathan
