Restoring sticky interior vinyl?

Just wondering, I've noticed this on quite a few customer cars, and now the airbag cover on my CL is getting a bit sticky. APC's of any dilution dont make a difference and neither does IPA. It feels as if the plastic has melted and remained gooey. Its uniform across the panel as not to indicate something hot behind it causing it to burn.

Any idea how to treat?
Any idea on the cause? UV rays? bad Interior protectant?
 
You see that a lot on Ferrari and Volvo. Contact a company called sticky no more. They may be able to help
 
I have run into this b4. I ended up using hot water and dawn with a terry cloth towel. Took some elbow grease but it indeed solved the problem.
