Rush on roof

My son lives in Florida (actually about 25 miles from AG). He doesn't have much in terms of correction equipment but was wondering what is the simplest method he can use to remove the 2 patches?

rust bubble. only way to get rid of it is to sand it and pull the old paint off.

Does he just want to stop the rust so he doesn't eventually have water coming in on his head?

Or does he want it to look great again?

To just save the metal get some rust converter and spray it on.

For it to look good it needs a complete repaint. Sand down to bare metal, spray with sealer, spray with high build primer, sand, repeat if necessary, spray on color, spray on clear, color sand until perfect.
