What would be the safest and most efficient way to remove a streak of gloss black spray paint from a satin black factory painted surface without affecting the factory paint?

I would test two small spots with lacquer thinner...

First, a small inconspicuous spot of the unaffected paint to see how it reacts. If that is successful, then a small spot of the gloss black to see if the lacquer thinner will dissolve it.

Use the results of those test spots to determine if you should proceed.

I'm talking a rag saturated with lacquer thinner, not actually flooding the surface.
