Hello i used a scouring pad on my car and i scratched up the paint so that its not glossy any more i cant feel the scratches by my hand and i used meguiars uc and it didnt help and i used meguiars scratch x 2 and it helped a bit but the scratches still didnt came off and its still has a dull finish i dont have a buffer i use it by hand it is really annoying it would be better if someone had this problem and fixed it to help me


 
I suppose you used the scouring pad to get some stain spot on you car finish, a Definite NO NO, based on the pictures, ultimate compound would take them out if you had a machine polisher lie a DA or rotary. Da with a light cutting pad should remove it, however if not totally you may need a a more aggressive compound and pad, after that you then refine the finish with finishing polish. Go that route first, it will cost you a lot less to getting the car repainted if you are worried about that.
 
That's a job for a rotary, with a medium cut or heavey cut and the good old fashion wool pad.Try to see if there is a reputable detailer in town with all the tools needed to get the job done.
 
I had to do one of those last week. I met the poor guy at the hardware store. He had the tub of TW polishing compound. I gave him my number, and told him to call if he need my assistance.

He used the green scotchbrite pad to remove paint transfer.

A Porter Cable 7424xp, 4" pink LC pad, and Menzerna FG400 was used to fix it.
 
Those look shallow and easy to remove by hand , he has scratches in the paint that need somewhat aggressive approach to rid them,a da more than likely would improve them but not a 100 percent,and only to find your self doing it over and over again with a da.It may need a little damp sanding as well,I've seen this destruction many of times when the love bugs come out in Florida .

I'm helping out a nieghbor today by fixing his 10yr old Honda MiniVan and correcting some badly clouded headlights.

No, those were not shallow by any means. I went over them about four times on the door, and the panel pictured. FG just doesn't have the endurance of cut that UC, or M100 has - in my experience. Unfortunately I only had my "travel kit" with me, and my "bag of tricks" was home.
 
I was an idiot i used to get some heavy tar off i used meguiars paint cleaner and deep crystal polish it fixed a bit by restoring the color and a the gloss back a bit i think a couple of tries will fid it completely
 
It's just filling it ,sorry to say it will return.
