Is it true that if you have your car sealed with jet seal 109 or any sealant that you can't get any small scratches or can you still get scratches
 
You can still get scratches. Any semi-permanent coating such as opti coat may reduce the chance of very light scratching or very light swirls but it will not eliminate it completely.

However something like clear bra would be a better option if you are looking to get something that is scratch proof
 
Nothing is scratch proof. Self healing clear films are currently the most robust barrier to paint scratches available. Coatings like Opti-Coat, CQuartz, Max Protect, etc. are the next most robust barrier but a significant step down from good films. Sealants and waxes are a step below that. All of these are just sacrificial layers.
 
Waxes and sealants add virtually no scratch resistance. Some sealants may prevent light swirl marks from light debris and dust but that would be it
