Scratched Frame...Paint Touch up?

Looking to purchase a bike. Got a scratch on the frame. I believe the frames are powder-coated from factory.

If I bring the bike to a paint shop...will they be able to touch it up? Like it was never there?

As as far as I know...no gouges...just scrapped off paint.

I won't vouch for all body/paint shops in the country, but any reputable shop should be able to do this repair with no problem.
