soft clear coat?

so my car got keyed a little while ago and the rear quarter panel, passenger door, and hood was refinished

I noticed even claying with sonus green will mar the paint, then after polishing it to swirl free, just a light wash put light swirls on the paint

is it because the shop used cheap materials which caused the clear coat to be so soft?

How long ago was it refinished and what products did you use besides the clay you mentioned?

I assume the paint to be still in the curing stage, dry only to the touch but still pretty much moist under. I usually wait at least 2weeks prior to buffing. If you're having that problem even when it has been given time to cure,then i think they did use substandard materials.
