Sticky vinyl?

I have an airbag from a steering wheel center that's vinyl from a bmw e46 that is sticky after cleaning. It was dry and fine when I got to it but very dirty and had been sitting for a while. I used a bit of 303 on it and it has been sticky since. I tried 50/50 isopropyl alcohol but its still the same. Any thoughts? I heard oxyclean will do it but not sure if that's true. Let me know what you think.

I would look at using an automotive interior grade APC to clean it up rather than something as harsh as some of the options you mentioned. 303 is just a protectant and wouldn't clean it all that well.
